RUM Spell card for 《Cipher》. Cipher's only Quick-Play Spell, but its activation timing is limited to the Main Phase, so it doesn't work well with End Search's 《Cipher Mirror Knight》. There is no need to go to the trouble of putting it in the Deck and searching for this card.

There are currently 4 types of Cipher X, but light wave dragons will be released normally, and light wave blade dragons and polar light wave dragons are mainly developed from stack summons, so the RUM is limited to super light wave dragons.
If it's not a light wave, it will be the cost of Hope Dragoon.
It's a Quick-Play Spell RUM, but it can only be used during the main phase, it can't be used in rapid succession, and it doesn't make much sense to bring out Super Lightwave Dragons during the opponent's turn, so it's a bit difficult to use. However, it can be used as a care against interference.
As for the enhancement effect, it's rare for monsters of level 4 or higher to remain after Super Light Wave Dragon is played. It's fine if the monster you took with Super Light Wave Dragon is level 4 or higher, but it tends to be dependent on the opponent and honestly it smells like a bonus.
Although it is a Quick-Play Spell, it is not very flexible, and due to its narrow range of targets, it has low versatility even among RUMs.
However, the performance of Super Light Wave Dragon is not good, so I wonder if it is worth trying to use it.

Substantial super Galaxy-Eyes dedicated card
Since the evolution form is not very strong, there is little significance in adopting this card.

There are only 3 "Cipher" X monsters, and the only ranks that can be raised are from light wave dragon to light wave blade dragon to super light wave dragon. Light Wave Blade Dragon can be stacked up, and Rank-Up-Magic, a Quick-Play Spell that can only be activated during the main phase, is out of the question. Moreover, the unique effect is only a monster of level 4 or higher on your field x 500 pump up. It has the advantage of being able to search with 《Cipher Mirror Knight》and 《Cipher Etranger》, but it's only worth it to those rare duels who want to bring out Super Light Wave Dragons.

Currently, it's a RUM exclusively for Super Galaxy-Eyes, but it's sad that it's going to be criticized for Galaxy-Eyes Cipher Dragon and dark matter, rather than the performance of Super Galaxy-Eyes itself.

Quick-Play Spell and search means can be appreciated, but the performance of the essential Neo Cipher is not good and the effects other than rank up do not mesh at all.
Still, it's searchable and he's a Quick-Play Spell RUM, so if the number of rank-up destinations increases, his rating may go up, but there's a big question as to whether he's being honest.

Currently, this card does not have any operation other than using it to turn it into a Neo Cipher.
It should be noted that since ARC-V is heading towards the end of the season, it is a mystery that more operations will be born.
Neo Cipher's performance is enough with Light Wave Dragon / Dark Matter, so this card will be entwined and the evaluation will drop.
Conversely, it can be said that the low versatility of this card and the low stability that can only be searched with Cipher have lowered the evaluation of Neo Cipher. What a leg pull!
